Certification process in VESTA.

The rules and changes to the Homeless Certification process are:

Outreach Programs
- Outreach homeless certification is valid from intake / client contact for 90
days or until exited from the program, whichever is sooner
- Outreach workers can extend a certification in increments of 90 days when they
engage with the client and know that client is still homeless
- PATH will manually certify clients, all other Outreach programs will
auto-certify a client when they intake the client into VESTA

Emergency Shelter Programs
- VESTA issues homeless certification of a client upon intake to the program and
certification is valid from intake to exit.

High Volume Emergency Shelter
- A client is certified homeless from the date of their first bed night until the
date after their last bed night. In other words, certification ends when the
client is no longer staying at the DIC – Men’s Dorm

Transitional Housing
- A client is certified homeless upon intake if there is a current homeless
certification from either an Outreach or ES program and is valid from intake to
exit
- You now have a 14 day window of eligibility after the day a client exits an
Outreach or ES program during which the homeless certificate is still considered
current
- If the client has an intake 15 days or more after exiting the Outreach or ES
program, that client will not be certified homeless based on the prior
certificate, and therefore may be ineligible for HUD funding
- TH programs lose the option to say “VESTA-certified homeless at initial contact”
- You have the option of certifying clients if they are: being evicted
(court ordered) within a week; coming out of an institution after less than a 90
day stay and were homeless prior to institutionalization; are fleeing domestic
violence;

Permanent Supportive Housing
- A client is certified homeless upon intake if there is a current homeless
certification from either an Outreach, ES, or TH program and is valid from
intake to exit
- You now have a 14 day window after the day a client exits an Outreach, ES, or TH
program during which the homeless certificate is still considered current
- If the client has an intake 15 days or more after exiting the Outreach, ES, or
TH program, that client will not be certified homeless based on the prior
certificate, and therefore may be ineligible for HUD funding
- The only clients eligible for PH programs are those coming from Outreach, ES, or
TH programs.
